NR 440.46(2)(h) (h) “Lead recipe" means glass product composition of the following ranges of weight proportions: 50 to 50% silicon dioxide, 18 to 35% lead oxides, 5 to 20% total R2O (e.g., Na2O and K2O), 0 to 8% total R2O 3 (e.g., - See PDF for diagram PDF), 0 to 15% total RO (e.g., CaO, MgO), other than lead oxide, and 5 to 10% other oxides.
NR 440.46(2)(i) (i) “Pressed and blown glass" means glass which is pressed, blown, or both, including textile fiberglass, noncontinuous flat glass, noncontainer glass and other products listed under SIC code 3229 in the Standard Industrial Classification Manual, incorporated by reference in s. NR 440.17. It is separated into glass of borosilicate recipe, glass of soda-lime and lead recipes, glass of opal, fluoride and other recipes.
NR 440.46(2)(j) (j) “Rebricking" means cold replacement of damaged or worn refractory parts of the glass melting furnace. Rebricking includes replacement of the refractories comprising the bottom, sidewalls or roof of the melting vessel; replacement of refractory work in the heat exchanger; and replacement of refractory portions of the glass conditioning and distribution system.
NR 440.46(2)(k) (k) “Soda-lime recipe" means glass product composition of the following ranges of weight proportions: 60 to 75% silicon dioxide, 10 to 17% total R2O (e.g., Na2O and K2O), 8 to 20% total RO but not to include any PbO (e.g., CaO and MgO), 0 to 8% total - See PDF for diagram PDF (e.g., Al2O3) and 1 to 5% other oxides.
NR 440.46(2)(km) (km) “Textile fiberglass" means fibrous glass in the form of continuous strands having uniform thickness.
NR 440.46(2)(ks) (ks) “With modified-processes" means using any technique designed to minimize emissions without the use of add-on pollution controls.
NR 440.46(2)(L) (L) “Wool fiberglass" means fibrous glass of random texture, including fiberglass insulation, and other products listed under SIC code 3296 in the Standard Industrial Classification Manual, incorporated by reference in s. NR 440.17.
NR 440.46(3) (3)Standards for particulate matter.
NR 440.46(3)(a)(a) On and after the date on which the performance test required to be conducted by s. NR 440.08 is completed, no owner or operator of a glass melting furnace subject to the provisions of this section may cause to be discharged into the atmosphere:
NR 440.46(3)(a)1. 1. From any glass melting furnace fired exclusively with either a gaseous fuel or a liquid fuel, particulate matter at emission rates exceeding those specified in Table 1, Column 2 and Column 3, respectively, or
NR 440.46(3)(a)2. 2. From any glass melting furnace, fired simultaneously with gaseous and liquid fuels, particulate matter at emission rates exceeding STD as specified by the following equation: - See PDF for diagram PDF
where:
STD is the particulate matter emission limit, g of particulate/kg (lb of particulate/ton) of glass produced
X is the emission rate specified in Table 1 for furnaces fired with gaseous fuel (Column 2)
Y is the decimal fraction of liquid fuel heating value to total (gaseous and liquid) fuel heating value fired in the glass melting furnaces as determined in sub. (7) (b) (joules/joules)
Z is equal to (1-Y) - See PDF for table PDF
NR 440.46(3)(b) (b) Conversion of a glass melting furnace to the use of liquid fuel may not be considered a modification for the purposes of s. NR 440.14.
NR 440.46(3)(c) (c) Rebricking and the cost of rebricking may not be considered a reconstruction for the purposes of s. NR 440.15.
NR 440.46(3)(d) (d) An owner or operator of an experimental furnace is not subject to the requirements of this section.
NR 440.46(3)(e) (e) During routine maintenance of add-on pollution controls an owner or operator of a glass melting furnace subject to the provisions of sub. (3) (a) is exempt from the provisions of this subsection if:
NR 440.46(3)(e)1. 1. Routine maintenance in each calendar year does not exceed 6 days;
NR 440.46(3)(e)2. 2. Routine maintenance is conducted in a manner consistent with good air pollution control practices for minimizing emissions; and
NR 440.46(3)(e)3. 3. A report is submitted to the department 10 days before the start of the routine maintenance (if 10 days cannot be provided the report must be submitted as soon as practicable) and the report contains an explanation of the schedule of the maintenance.
NR 440.46(4) (4)Standards for particulate matter from glass melting furnace with modified-processes.
NR 440.46(4)(a)(a) An owner or operator of a glass melting furnaces with modified-processes is not subject to the provisions of sub. (3) if the affected facility complies with the provision of this subsection.
NR 440.46(4)(b) (b) On and after the date on which the performance test required to be conducted by s. NR 440.08 is completed, no owner or operator of a glass melting furnace with modified processes subject to the provisions of this section may cause to be discharged into the atmosphere from the affected facility:
NR 440.46(4)(b)1. 1. Particulate matter at emission rates exceeding 0.50 gram of particulate per kilogram of glass produced (g/kg) as measured according to par. (e) for container glass, flat glass and pressed and blown glass with a soda-lime recipe melting furnace.
NR 440.46(4)(b)2. 2. Particulate matter at emission rates exceeding 1.0 g/kg as measured according to par. (e) for pressed and blown glass with a borosilicate recipe melting furnace.
NR 440.46(4)(b)3. 3. Particulate matter at emission rates exceeding 0.50 g/kg as measured according to par. (e) for textile fiberglass and wool fiberglass melting furnaces.
NR 440.46(4)(c) (c) The owner or operator of an affected facility that is subject to emission limits specified under par. (b) shall:
NR 440.46(4)(c)1. 1. Install, calibrate, maintain and operate a continuous monitoring system for the measurement of the opacity of emissions discharged into the atmosphere from the affected facility.
NR 440.46(4)(c)2. 2. During the performance test required to be conducted by s. NR 440.08 conduct continuous opacity monitoring during each test run.
NR 440.46(4)(c)3. 3. Calculate 6-minute opacity averages from 24 or more data points equally spaced over each 6-minute period during the test runs.
NR 440.46(4)(c)4. 4. Determine, based on the 6-minute opacity averages, the opacity value corresponding to the 99% upper confidence level of a normal distribution of average opacity values.
NR 440.46(4)(c)5. 5. For the purposes of s. NR 440.07, report to the department as excess emissions all of the 6-minute periods during which the average opacity, as measured by the continuous monitoring system installed under par. (c) 1., exceeds the opacity value corresponding to the 99% upper confidence level determined under par. (c) 4.
NR 440.46(4)(d)1.1. After receipt and consideration of written application, the department may approve alternative continuous monitoring systems for the measurement of one or more process or operating parameters that is or are demonstrated to enable accurate and representative monitoring of an emission limit specified in par. (b).
NR 440.46(4)(d)2. 2. After the department approves an alternative continuous monitoring system for an affected facility, the requirements of par. (c) 1. to 5. will not apply for that affected facility.
NR 440.46(4)(e) (e) An owner or operator may redetermine the opacity value corresponding to the 99% upper confidence level as described in par. (c) 4. if the owner or operator does all of the following:
NR 440.46(4)(e)1. 1. Conducts continuous opacity monitoring during each test run of a performance test that demonstrates compliance with an emission limit of par. (b).
NR 440.46(4)(e)2. 2. Recalculates the 6-minute opacity averages as described in par. (c) 3.
NR 440.46(4)(e)3. 3. Uses the redetermined opacity value corresponding to the 99% upper confidence level for the purposes of par. (c) 5.
NR 440.46(4)(f) (f) Test methods and procedures as specified under sub. (7) shall be used to determine compliance with this section except that to determine compliance for any glass melting furnace using modified processes and fired with either a gaseous fuel or a liquid fuel containing less than 0.50 weight percent sulfur, Method 5 of 40 CFR part 60, Appendix A, incorporated by reference in s. NR 440.17 (1), shall be used with the probe and filter holder heating system in the sampling train set to provide a gas temperature of 120 "14°C (248 "25°F).
NR 440.46(7) (7)Test methods and procedures.
NR 440.46(7)(a)(a) If a glass melting furnace with modified processes is changed to one without modified processes or if a glass melting furnace without modified processes is changed to one with modified processes, the owner or operator shall notify the department at least 60 days before the change is schedule to occur.
NR 440.46(7)(b) (b) When gaseous and liquid fuels are fired simultaneously in a glass melting furnace, the owner or operator shall determine the applicable standard under sub. (3) (a) 2. as follows:
NR 440.46(7)(b)1. 1. The ratio (Y) of liquid fuel heating value to total (gaseous and liquid) fuel heating value fired in the glass melting furnaces shall be computed for each run using the following equation: - See PDF for diagram PDF

Y is the decimal fraction of liquid fuel heating value to total fuel heating value
Hl is the gross calorific value of liquid fuel, J/kg
Hg is the gross calorific value of gaseous fuel, J/kg
L is the liquid flow rate, kg/hr
G is the gaseous flow rate, kg/hr
NR 440.46(7)(b)2. 2. Suitable methods shall be used to determine the rates (L and G) of fuels burned during each test period and a material balance over the glass melting furnace shall be used to confirm the rates.
NR 440.46(7)(b)3. 3. ASTM Methods D240-92 (liquid fuels) and D1826-94 (gaseous fuels), incorporated by reference in s. NR 440.17 (2) (a) 9. and 21., as applicable, shall be used to determine the gross calorific values.
NR 440.46(7)(c) (c) In conducting the performance tests required in s. NR 440.08, the owner or operator shall use as reference methods and procedures the test methods in Appendix A of 40 CFR part 60, incorporated by reference in s. NR 440.17, or other methods and procedures as specified in this subsection, except as provided in s. NR 440.08 (2).
NR 440.46(7)(d) (d) The owner or operator shall determine compliance with the particulate matter standards in subs. (3) and (4) as follows:
NR 440.46(7)(d)1. 1. The emission rate (E) of particulate matter shall be computed for each run using the following equation: - See PDF for diagram PDF

cs is the concentration of particulate matter, g/dsm
Qsd is the volumetric flow rate, dscm/hr
A is the zero production rate correction = 227 g/hr for container glass, pressed and blown (soda-lime and lead) glass, and pressed and blown (other than borosilicate, soda-lime and lead) glass
= 454 g/hr for pressed and blown (borosilicate) glass, wool fiberglass, and flat glass
P is the glass production rate, kg/hr
NR 440.46(7)(d)2. 2. Method 5 shall be used to determine the particulate matter concentration (cs) and volumetric flow rate (Q sd) of the effluent gas. The sampling time and sample volume for each run shall be at least 60 minutes and 0.90 dscm (31.8 dscf). The probe and filter holder heating system may be set to provide a gas temperature no greater than 177"14°C (350"25°F), except under the conditions specified in sub. (4) (e).
NR 440.46(7)(d)3. 3. Direct measurement or material balance using good engineering practice shall be used to determine the amount of glass pulled during the performance test. The rate of glass produced is defined as the weight of glass pulled from the affected facility during the performance test divided by the number of hours taken to perform the performance test.
NR 440.46(7)(d)4. 4. Method 9 and the procedures in s. NR 440.11 shall be used to determine opacity.

NR 440.47 NR 440.47Grain elevators.
NR 440.47(1) (1)Applicability and designation of affected facility.
NR 440.47(1)(a)(a) The provisions of this section apply to each affected facility at any grain terminal elevator or any grain storage elevator, except as provided under sub. (5) (b). The affected facilities are each truck unloading station, truck loading station, barge and ship unloading station, barge and ship loading station, railcar loading station, railcar unloading station, grain dryer and all grain handling operations.
NR 440.47(1)(b) (b) Any facility under par. (a) which commences construction, modification or reconstruction after August 3, 1978 is subject to the requirements of this section.
NR 440.47(2) (2)Definitions. As used in this section, terms not defined in this subsection have the meanings given in s. NR 440.02.
NR 440.47(2)(a) (a) “Capture system" means the equipment such as sheds, hoods, ducts, fans, dampers, etc. used to collect particulate matter generated by an affected facility at a grain elevator.
NR 440.47(2)(b) (b) “Column dryer" means any equipment used to reduce the moisture content of grain in which the grain flows from the top to the bottom in one or more continuous packed columns between 2 perforated metal sheets.
NR 440.47(2)(c) (c) “Fugitive emission" means the particulate matter which is not collected by a capture system and is released directly into the atmosphere from an affected facility at a grain elevator.
NR 440.47(2)(d) (d) “Grain" means corn, wheat, sorghum, rice, rye, oats, barley and soybeans.
NR 440.47(2)(e) (e) “Grain elevator" means any plant or installation at which grain is unloaded, handled, cleaned, dried, stored or loaded.
NR 440.47(2)(f) (f) “Grain handling operations" include bucket elevators or legs (excluding legs used to unload barges or ships), scale hoppers and surge bins (garners), turn heads, scalpers, cleaners, trippers, and the headhouse and other such structures.
NR 440.47(2)(g) (g) “Grain loading station" means that portion of a grain elevator where the grain is transferred from the elevator to a truck, railcar, barge or ship.
NR 440.47(2)(h) (h) “Grain storage elevator" means any grain elevator located at any wheat flour mill, wet corn mill, dry corn mill (human consumption), rice mill or soybean oil extraction plant which has a permanent grain storage capacity of 35,200 m3 (ca. 1 million bushels).
NR 440.47(2)(i) (i) “Grain terminal elevator" means any grain elevator which has a permanent storage capacity of more than 88,100 m3 (ca. 2.5 million U.S. bushels), except those located at animal food manufacturers, pet food manufacturers, cereal manufacturers, breweries and livestock feedlots.
NR 440.47(2)(j) (j) “Grain unloading station" means that portion of a grain elevator where the grain is transferred from a truck, railcar, barge or ship to a receiving hopper.
NR 440.47(2)(k) (k) “Permanent storage capacity" means grain storage capacity which is inside a building, bin or silo.
NR 440.47(2)(L) (L) “Process emission" means the particulate matter which is collected by a capture system.
NR 440.47(2)(m) (m) “Rack dryer" means any equipment used to reduce the moisture content of grain in which the grain flows from the top to the bottom in a cascading flow around rows of baffles or racks.
NR 440.47(2)(n) (n) “Railcar" means railroad hopper car or boxcar.
NR 440.47(2)(o) (o) “Unloading leg" means a device which includes a bucket-type elevator which is used to remove grain from a barge or ship.
